This study aimed to identify the most probable risk existing or that may exist in the Lyceum of the Philippines University in Batangas, to determine the vulnerability of the assets based on the identified risk, to assess the level of the implementation of security management practices of LPU. The result of the study engenders the researchers to propose an enhanced security program for LPU. The study used the descriptive method of research. The participants of the study were the 239 members of the Lyceum community to include, students, faculty members, and administrative personnel who were randomly chosen using 10% margin of error. Stratified proportional allocation was used to determine the sample per college and per department/work units.The researchers established that among the natural hazards, earthquake was most likely to occur in LPU or highly probable, followed by hurricane/typhoon/cyclone/storm and floods. In terms of man-made hazards, vandalism was highly probable while a terrorist attack was less probable in the University. In general, Lyceum of the Philippines University’s assets such as; money/ cash equivalents, accounts receivables; property/plant/equipments; intellectual property/proprietary information, students; employees; and top management are moderately vulnerable to risks. There is a high level of implementation of security practices of LPU particularly in terms of physical security, information/ document security and personnel security. However, practices on physical security were moderately implemented. Likewise, personnel security practices in LPU relative to students were moderately implemented. A proposed security enhancement program to ensure optimum protection and satisfaction of LPU community is formulated by the researchers.Keywords: Risk Probability, Asset Vulnerability, Security

This study aimed to determine the hazards of the police profession and the extent of their impact on police operational effectiveness. The result of the study serves the purpose of formulating a proposed program to reduce the hazards of the police profession. The program has the ultimate objective to alert criminology students and those members of the police organization about the risks they have to face in the accomplishment of their functions and the strategies to reduce those hazards.The study used the descriptive method of research. It focused on the identified hazards of the police profession and their impact on police operational effectiveness. The primary data were obtained from the responses of 224 participants who earned a degree in Criminology at Lyceum of the University in Batangas City and are employed as members of the PNP stationed in the different police units in the province of Batangas.Results showed that the participants’ responses generally indicated their agreement to the existence of physical, psychological, economic, social, environmental and legal hazards of the police professional; To a very great extent, the hazards of the police profession impact on the operational effectiveness of police officers; the preemptive steps to temper the influence of the hazards of the police profession are well taken; and the responses of the participants vary with respect to the preemptive steps taken to temper the influence of the hazards of the police profession.Keywords: Legal Hazard, Police Profession, Police Operation

This study aimed to determine the PNP disciplinary offenses and intervention measures among PNP members in CALABARZON as basis of a proposed program to enhance professionalism. It also looked into the factors which influenced the PNP members to violate the law and the PNP code of professional conduct and the prevalence of the occurrence of obstructive circumstances to the judicious resolution of cases filed against erring PNP personnel, with the end in view of helping enhance professionalism through the formulation of a proposed program. The study used the descriptive method of research. It focused on the current wave of criminal and administrative offenses committed by PNP members in CALABARZON in the year 2007.Results showed that the police commissioned and the police non-commissioned officers are degree holders who are in the peak of their professional career as members of the PNP. The most number of offenses were committed during the months of September, November and December. The month of January has the least number of offenses.The province of Laguna was the scene of the highest number of offenses committed by PNP members in CALABARZON. The provinces of Rizal,Batangas, Quezon and Cavite followed in descending order. Neglect of duty, an administrative offense, was violated most frequently in CALABARZON. Violation of Law, Irregularity in the Performance of Duty, Misconduct, Incompetence, Dishonesty and Oppression followed in descending order.Among the Police Commissioned Officers, Police Chief Inspectors committed the highest number of violations, followed by Police Inspectors, Police Superintendents, Police Senior Inspectors, in descending order. Police Senior Superintendent committed no violation. Among the Police Non-Commissioned Officers, PO1’s committed the highest number of violations. PO2’s, SPO2’s, PO3’s, SPO1’s, SPO3’s and SPO4’s followed in descending order.
The compelling need to meet the requirements of a growing family and the culture of soliciting political intervention for promotion and favored assignment are the two leading factors which influenced PNP members to violate the law and the PNP Code Of Professional Conduct. Among the sets of PNP disciplinary machinery, the CPNP’s power to suspend, dismiss and relieve PNP personnel is the most relevant, followed by the Police Regional Director’s power to demote rank and dismiss PNP personnel. “Areglo” system or out of court settlement of cases is the most prevalent obstructive circumstance in the judicious resolution of cases filed against PNP personnel, followed by the prohibitive cost to the complainant of hiring competent lawyer and shouldering the financial requirements to prosecute the case. The IAS and RIDMD personnel do not deafer in their perception with regards to the prevalence of the obstructive circumstances to the judicious resolution of cases, when grouped according to profile variables. Except for the profile variable rank, there is no significant difference on the responses between the participants from IAS and RIDMD with regards to the relevance of the intervention of the PNP Disciplinary Machinery. Crime has been regarded as a major social problem. Nobody in every society is exempted from the scourge of crime as it exists in every government or state. Much has been done to prevent and control it but the police agency involved in its eradication has not succeeded in its total control. The most that the police have done is to implement strategies and campaign plan to prevent crime from reaching an unmanageable level disruptive of the people’s exercise of their rights to life, liberty and prosperity.It is for these reasons that this study focused on the impact of the PNP anti-criminality campaign in the provinces of Batangas and Laguna in 2005 to determine what campaign the police in the two provinces implemented to keep the crime rate from escalating to a critical level and to maintain the peace and order.This study aimed to determine the impact of the anti-criminality campaign of the PNP in the provinces of Batangas and Laguna in the year 2005. The study used the descriptive method of research. It focused on current phenomenon obtaining in the present police efforts to prevent and control crimes. Results showed that majority of the respondents is 41 years old and above, who are more senior in rank, mostly with master’s degree and extensive experience as chief of police. Respondents from Batangas Province are more in number than those from Laguna Province. Each PNP unit in the two provinces has to confront the challenges of the mounting crime volume and crime rate to achieve peace and reduce the crime rate. Both the internal and external forces exert a moderately significant force in pushing individuals to commit crimes or violate penal laws. The chiefs of police in both provinces effectively managed the problems encountered in the execution of the anti-criminality campaign. The various anti-criminality campaigns have an impact on the crime rate and peace and order condition by either preventing or controlling the occurrence of common crimes. No significant difference exists on the responses of respondents from Laguna and Batangas Provinces with regards to the impact of the anti-criminality campaign except when profile variable of police provincial office assigned in areas of anti-illegal assembly and anti-gambling respectively. No significant difference exists on the responses of respondents from Laguna and Batangas Provinces with regards to the effectiveness of the management of the problems encountered except the profile variables of Provincial Police Officer assigned. - The Proposed Policy Guidelines & Procedures Against Sexual Harassment Acts (R.A. 7877) Among Students of Lyceum of Batangas By: Dr. Zosimo Bolaños (2005)
This research study aims to determine the awareness of the respondents on the provisions of the sexual harassment act (Rep. Act 8777) and the sexual harassment acts they encounter at the Lyceum of Batangas campus. The descriptive method of research was used in this study.Results showed that there were more male respondents than female respondents, with the College of Nursing having the most numbers and the College of Criminology and CIHM with the least number. The respondents were aware of sexual harassment acts in conflict with the anti-sexual harassment law. The respondents encountered different forms of sexual harassment acts at the Lyceum of Batangas. The difference of responses between the profile variable of sex of the respondents and their level of awareness about unlawful acts of sexual harassment is not significant. With regards to the profile variable of college, the difference is significant. The differences of responses between the profile variables of sex and college and the extent of their encounter with acts of sexual harassment were both significant. The policy guidelines and procedures intended to sustain an educational setting free from the threat or intimidation of sexual harassment acts were formulated.Keywords: Sexual Harassment, Rep.
